Why the Numbers Are the Easy Part

If you ask any creator what you need to get monetized on YouTube, they will say "1,000 subscribers and 4,000 watch hours." That answer is correct, but it is incomplete. Those two numbers are the threshold that gets your application reviewed — they are not the complete requirements for approval.

YouTube's reviewers check your channel against a set of policy criteria before approving you. Watch hours from YouTube Shorts (under 60 seconds) do not count toward the 4,000 hour requirement. Only watch time from regular long-form videos applies.

The Policy Requirements Most Creators Miss

These are the requirements that result in unexpected rejections. Go through each one honestly before submitting your application.

  • No active Community Guidelines strikes — a community guidelines strike means your channel has had content removed for violating YouTube's policies. Strikes are temporary (they expire after 90 days) but an active strike at the time of application will result in rejection. Wait for any strikes to expire before applying.
  • No copyright strikes — copyright strikes are separate from community guidelines strikes and can be longer-lasting. If you have used music, clips, or other content without proper licensing or fair use justification, check your Copyright page in Studio before applying.
  • Content must be primarily original — YouTube will review a sample of your videos. Channels that primarily consist of re-uploaded content from other creators, compilation channels with no commentary, or slideshows of stock images will be rejected. Your content must demonstrate genuine creative contribution.
  • No spam, deceptive practices, or misleading metadata — using clickbait titles that do not match your video content, artificially inflating subscriber counts, or using misleading thumbnails can all result in rejection.
  • Channel must comply with all YouTube policies — this includes the advertiser-friendly content guidelines. Videos with excessive profanity, graphic violence, or other advertiser-unfriendly content may still be approved but will have limited monetization on those specific videos.

Account Setup Requirements

These are administrative requirements that are quick to check but easy to overlook.

  • 2-step verification enabled on your Google Account — this is required before you can apply. Go to your Google Account security settings and verify that 2-step verification is active.
  • YouTube channel must be at least 30 days old — new channels that rapidly accumulate subscribers and watch hours through paid promotion or artificial means are automatically ineligible for 30 days from channel creation.
  • Linked and approved Google AdSense account — this is the account that will receive your ad revenue payments. If you do not already have an AdSense account, you will create one during the YPP application process. AdSense approval can take 2–4 weeks on its own, so start this process early.

  • "Spam, deceptive practices, or scams" — your metadata (titles, descriptions, tags) or your subscriber growth pattern triggered YouTube's spam detection. Audit your video titles and descriptions for misleading claims. If your growth included any purchased engagement, this is the result.
  • "Reused content" — YouTube's reviewers determined that your videos lack sufficient original content. Compilations, re-uploaded videos without commentary, and heavily recycled content will trigger this. You need to add your own voice, commentary, or significant transformation to all content.
  • "Inappropriate content" — videos that violate community guidelines for violence, sexual content, harassment, or hate speech. Remove the flagged content and wait 30 days before reapplying.

If you are rejected, you must wait 30 days before reapplying. Use that month to fix the specific issue that caused the rejection — not to just wait out the clock.

  • Audit your existing videos for policy compliance — review your video library against the advertiser-friendly content guidelines. Any videos that could be flagged should be made private or deleted before your channel is reviewed.
